Сan't change workspace from private to public

Hello! I ran into the following problem. My public workspace automatically changed to private. When I try to change the visibility of the workspace back to public, I get the error “Couldn’t change visibility. You’ve triggered too many requests. Try again after some time." What could be the reason? I haven’t sent many requests.

Now it’s possible to change the visibility of the workspace from private to public, but literally after a minute everything goes back and the workspace automatically becomes private.

I wrote my question in a similar thread, but did not receive a complete answer. I also wrote to support, but there was no response.
