Is it possible to export a specific folder within Collection vs. the entire Collection?

In short, no, I don’t believe this is possible.
A collection is exported as JSON and appears to have a set structure.
The folders, and subfolders, etc. are just a part of this structure.
The believe the closest you would be able to get is to create a new collection and copy in the specific folder/calls and export it that way.
