I am on day 10.
I have followed all the info in the document.
It says " Create data file: In the next steps, we use a data file to pass Postman sets of values to use in a collection run. Save this data as a local file."
I download this json file on my computer.
I finished all other steps and whenever I try to select and upload this file to run this folder, it says Couldn’t upload file.

Does this work if you rename that file to add the .json file extension?
Might also be a permissions issue reading the file from your Downloads dir.
I have already tried your 1st solution. It did not work 
in the submit collection, all tests are passed but in the POST httpbin with file request this part is failed
I’m not able to see what you have in front of you so it would be beneficial to send the full URL of your Public Workspace for use to see what’s happening. 
Have you also tried creating the file in a different directory as it might be that Postman is unable to read the file from the on you have on your system.
