Billing setting can't be found in Settings

This must be the worse platform in history when it comes to updating a plan subscription or just my payment method; The billing tab can’t be found in any menu although I’m set for Admin and Billing roles already, there’s no Chat help with a “live” person, the AI driven BOT chat simply SUCKS !

I’m trying to access the Billing page and it’s nowhere to be found. Who designed this site? Who designed this user interface, fire them.
