Since the limit is for 3 API . what if we are getting the plan for 4 users . does that mean we will have 12 Api limit in total ?
and when we create a Team workspace we will only have 3 api limit ??

No, the 3 API limit is per-plan, not per-person. So if the limit is 3 and you have 4 users, you’re still limited to 3 APIs unless you’re on the Enterprise plan @ $49 these days.
I have a hard time justifying, to some of my colleagues, for paying what we already pay, yet alone paying more.
We also use Swagger Hub and one of the things I liked was that I can synchronise the work between the 2 different platform. That and keeping development of an API, as document led, integrated with the repo and so, also, the branch that code is being worked on.
This limitation will make this no longer possible.
You are shooting your selves in the foot - allowing people to synchronise their API with a repo and hence definitions created by other platforms is a way to bring customers into using your other tools. Placing such austere limits on that will reduce footfall into your platform and so lessen the want to pay for your services.
