You cannot set variables at a collection level until you research the command to set these in a script. Once this is done the tab “unlocks” allowing you to set these in the collection level. This must be done for every collection…
I don’t want to write a script to create a collection variable to control collection variables via UI and then delete the script.
If this is a feature, it’s wrong. If it’s a bug, this is the bug report.

Can you share an image of what you can see, please?
As you’re describing something in the UI, it will help us to know what you can see in your instance.
Nope sorry Danny, a misclick by me at 5 AM! I clicked one layer too deep and saw no variables tab on a subfolder, while they DID exist on a collections folder. Tested this again on a brand new collection/subfolder. Please delete this as needed.
